Intelligence Agent, also known as a spy, or a counter-intelligence agent, or information specialist, Special Operative, there are many names for his skillset. So in his skill set, because of his job, he's been trained in Several advanced Hand-to-hand fighting techniques as well as Certain asian fighting styles that are related to Philosophy. (see Jun Fan Gung Fu). He's also had other combat instruction, such as the use of a Knife. (the art of bleeding the opponent to death) He has been trained in the Art of assassination, Poison making, winter survival (hopefully this is obvious), various weapon types. (Ie. Aussault rifles, SMGs, Pistols, Sniper rifles, etc)
He's been trained in the art of deception, essentially, I'll leave this up to your interpretation, as I believe this to be somewhat obvious, but, I do agree that more detail is needed to describe deception. So, in a nutshell, here is part of what I mean, He is able to mimic in a most excellent fashion, the accent of others,being able to come across as a native as opposed to a foreigner. (there is also a psychological name for this ability but I can't remember it at this moment.
Speaks several different languages, to name a few: Broken Russian, German, and Greek. Latin and Italian are his more talent areas.
He was trained to get things done, essentially.
His aim with a Sniper Rifle is well enough to get the job done, he could sniper your left eye out from 657m in a moving vehicle, as long as that moving vehicle is going at a constant velocity.

There are other weapons, but the weapons he uses are only those assigned to him when sent on missions. For example, if he were sent out on a sniper mission, he would be issued a sniper rifle. If he were told to go infiltrate the Nazi military, he would be equiped by the Nazi's and so forth.

Strengths: Strong perception and ability to predict enemy moves. Agile, fast, strong, high-perception (It's a trap!) a model soldier - If he wanted to be one. Furtive, Cunning and witty. Can play the lute and entertain people around the campfire, don't ask him to sing. there's a reason why he never sang in the choir. His Earth magic is quite, well, silicate. Water magic, (who needs a drink of water? *rains* not me!) He's more of a healer than a warrior, utilizing the School of Restoration to heal those in need, and utilizing the School of Alteration to protect himself. Knows a a lot of herbs that can crushed and ground to make a good healing balm or poison, or anything that a man of nature needs.
Extra-info in regards to the strengths: His ability to predict enemy moves was taught to him an abusive training course.
in-between strengths and weaknesses: Archery skills, hunting (for food), tracking (food and people), speaking languages that are non-Romanii.
Weaknesses: Self-doubt, prone to depression, easily addicted to substances. Easily distracted by women, music, and the arts. Easily Irked. Get's caught with his pants around his ankles, if you get my meaning. Falters when it comes to killing people, unless he's in a rage, in which case that person is probably dead before they hit the ground, but he'll get all sappy and sad afterwards. Very emotional.

Appearance Description: Taller than most, thinner than most, more muscular that average. He has clearly definable musculature. He's not bulky-like muscular, but he can be fairly intimidating in a one-on-one fight. Pale skin, ashen, even. Mildly attractive. Blue patterned eyes. Short cropped dark blonde hair.

Weapon: The Obscura Umbra, It's a Wrist blade (not really), with a twist. It's longer than his fore-arm. It slides out and then unfolds making it about the size of a Roman Gladius. (20-40in). Haha, that was funny, it's not a wrist blade, it's really a spear, sort of. It has two parts the staff part and the blade. The staff is about 4 and a half feet tall, and the blade is about a foot and a half. It's partially serrated, but the 'teeth' are like the waves of the ocean, not jagged like a saw. It can be asked to be shorter for sneakier operations (like cutting the lace of a bra ;) haha)
Weapon Personality: It's like the best friend you wish you never had. He's always commenting on how you dress and how you act and is always there when private things happen. jk jk
The weapons personality is really quiet, It knows it's limits and makes a suggestion or two when in combat about how to engage the situation. He's also to the point (pun) and very smart, when it comes to combat. Outside of combat, he's quiet, unless it's just the two of them wandering the road, he doesn't communicate much. But when it is just the two of them he makes conversation and points out tidbits of historical information about the area. Which means he paid more attention to history than his wielder. What a sharp weapon (pun). He also points out flaws in clothing and armor. Which is incredibly useful when in a Tavern looking for a wench ;) The Weapon also doesn't speak out loud, meaning it only speaks to the the wearer and doesn't speak openly or with the outside world.
Fighting style: He doesn't fight, at least not in the same sense as everyone else, he knows some Martial-arts, hand-to-hand combat, and has some Swordsmanship skills. He actually spent more time practicing martial-arts than time in school and yet he still managed to pass his classes. (Must've pulled off a miracle or something) He would prefer to end a life quickly and quietly. He's a healer, not a fighter. Peace, Love, and earth, man.

Well, He's a novice healer, Seldom uses his weapon. But, When his sword is revealed, he prances (not literally) around his target, like a shark eyeing it's prey. He will always go for the killing blow and rarely injure his opponent. He dislikes seeing people in pain. Likes the BlitzKrieg approach to combat, go in, do the deed, get it over with and continue on with life. Not that he's a master at fighting people, he's just good at predicting peoples moves, he's better at getting dates than fighting. He's proficient at Alchemy, the combination of ingredients to make potions and/or poisons. He was apprenticed to an Alchemist for a number of years before getting thrown out of is apprenticeship because he slept with his masters' daughter. The Master-Alchemist, an old-fellow in his twilight years, only chooses the brightest pupils from Se’Bahn and has them all come to Haven, where he resides, and teaches them the Art of Alchemy.

Biography/History
Oio-Bal is a young Spellsword who is exceptionally talented. Born into an Order of Witch-hunters, he's been trained since birth. He grew up on the road, travelling from Hammerfell to Blackmarsh, Morrowind to Elswyr, he's seen most of the known world. His first Witch-hunt was when he was 16, in Blackmarsh. The Witch, an Argonian in this case, was causing havoc in a nearby argonian village. This hunt would be his worst memory. The Argonian Witch would turn the minds of tribal argonians, forcing the band of spellswords to fight and kill the innocent. They would kill more than 32 innocent lives in order to get close enough to the witch to harm her. But they never did. By the time they got close, the witch used her black magic to turn the spellswords against each other. The spellswords didn't have the power to protect their minds from her magic, and so they were helpless. As they were fighting each other, blinded by the witches’ magic, and when she opened a portal to one of the Plane of Oblivion and left, would the spell be broken. Half of their company would be dead, along with Oio's parents.

Order of An Bal Aransel
The Order of An Bal Aransel is an old Witch-hunter order. Taking it's roots in the times of the Ayleids. The men and women of the Order all have the same surname of Bal.The order is very secretive, and is suspected, perhaps by its rivals, to be incestuous. There is only one way to join the Order, and that is through birth, they have never recruited, nor asked, for outsiders to be apart of the order. Few have tried, and none were accepted.
They start their witchunters' training very young. If any show magical talent they are shuffled away to train and develop their magical talents. These become the spellswords and nightblades of the order. Using magic and blade to take down the witch or the coven. These witch-hunters are taught to hate witches from a young age.
Then you have those who have no magical talent. These children are taught how to protect themselves from the witches' evil magic. And are taught how to use their minds to resist the will-bending magic a witch uses. They are taught the use of enchanting and smithing. These children become the merchants, the archers, the knights, the alchemists, the smiths, the agents, the scouts, the become whatever the order needs.
All in the order are taught to protect themselves through the use of sword and shield and bow.
The Order has seldom been seen in history. Appearing rarely, and most often watching from afar. During the oblivion crisis, the only fighting they did, was defending their home. Where is their home? They are concentrated in Cyrodiil. They have a little hidey-hole, an old ayleid ruin that has only one entrance: a spell activated door.
The ancestors of the Order of An Bal Aransel were the slaves of the Ayleids. Pets. At some point, before man rebelled against their masters, one of their ayleids committed a most heinous crime: he slept with a human woman. This is where they presumably draw some of there magic. Or perhaps it was a female Ayleid that fell in love with a man. Not even the Elders of the Order themselves know the truth.
It is because of their Ayleid blood that the ruins of the Heartland, the Ayleid ruins, respond to them as if they themselves were Ayleid. Traps deactivate, guardians assist or cease to be a threat.
They were dark clothes, robes, and armor. They have tattoos on their head, hands, shins, and feet. They still use the Ayleid language.
Although they hunt witches who use black magic, they themselves are guilty of it. They use dark rituals to bind spirits of the afterlfie to weapons and armor; they ride undead steads into battle; they Soul gems, or heartstones, or even the ancient Ayleid stones in rituals to make near-unkillable soldiers. These Heart-warriors can only be killed by removing their heart. These are but a few of their own dark rituals they use.

Cey-Bal is a young Agent who is exceptionally talented. Born into an Order of Witch-hunters, Along with Oio-Bal, he's been trained since birth. He grew up with Oio-Bal, on the road, travelling all around Tamriel hunting witches, and other dark magic users. His path was not that of a Spellsword though, he was trained to be a spy, to find out who needed help, and gather as much information about the abomination they were hunting as possible. He was not there when Oio-Bal's parents were killed, along with most of the Order. After the incident in blackmarsh, the order was decimated. Only a scarce few survived, and not many of them were magic-users. Cey-Bal found himself having to take odd jobs to help support the Order, they were family, after all.
